Digital Divide Fails to Decrease
The Department of Commerce released a study on broadband adoption rates in the U.S. based on age, gender, ethnicity, education and income level. The study found that broadband adoption rates increased significantly between 2007 and 2009, yet the digital divide did not diminish. Hispanic and African-Americans continue to adopt at much lower rates than Whites and Asians. While expansion of the network is critical to increasing adoption rates, the focus must be tailored toward low-income, minority and rural communities that need education programs to understand the value of broadband adoption.
